Abstract
This study is conserned as with one of the most important elements that control the life cycle of institutions according to the nature of their activities. This is the mental image that is formed by the public and its surroundings, especially the public institutions whose main column is the satisfaction and confidence of the citizens. This will be achieved only if we connect it with communication. This study will deal with a type of communication, which related to government institutions that provide public service, we are talking here about public communication. The purpose of linking these two variables. (Mental image and public communication) is to know the role of public communication in improving the mental. Of public institutions. In order to know this role, we will seek to answer the hypotheses of the study using data collection tools (questionnaire forms interviews) which allowed the study of 100 citizens distributed equally to 5 municipalities
