The right to communicate and its guarantees

Abstract

This paper deals with the right to communicate in terms of definition, components and characteristics that distinguish it and clarify its fields The paper also deals with guarantees of the right to communicate at the international level especially by UNISCO or the regional level through organizations that work in UN’s domains in determined territory in addition this paper treats guarantees of the right to communicate at the national level.
