University libraries have received great attention in this field, as they are based on serving the community of students, professors and researchers in various scientific fields, and being one of the main pillars of scientific research. This study aims to shed light on the position occupied by the evaluation in the Algerian legislation for university libraries as it is one of the pillars that determine the quality of services, and it was concluded that decrees, laws and publications published in the Official journal set a general framework for organizing libraries and determining the budget and ways of spending it without Addressing the process of comprehensive evaluation of the services provided by libraries, as it was limited to the emphasis on evaluating library collections, enriching, developing and valuing them.
