Abstract

This study aims at the necessity of adopting digital culture by the Algerian state, and establishing its correct and sound bases as a very important strategic option to move towards a successful transformation and achieve a qualitative leap from the classical economy to a digital economy by analyzing the approaches to adaptation and integration and the percentage of susceptibility to acquiring digital awareness in Algerian society, which facilitates openness and achieving global competitiveness, and the study reached the following results:

The lack of a legal system that helps create an advanced digital environment that stimulates integration into the digital world.

- The absence of a strong infrastructure that contributes to digital transactions, as well as the absence of a strong and effective electronic security system that enables customers to gain trust.
